When my girlfriend and I went to the Katipunan-Aurora Relief Center a couple of days after Ondoy, we saw a lot of DSWD people sitting by and making donors list their names and contact numbers while the students and other volunteers were busy repacking goods for the victims. Thank you for your efforts in helping out. I take your word on the hard work the DSWD have been doing and give them the benefit of the doubt and not think about words like "corruption" and "electioneering".
But the rate of packing 150 sacks per day is unacceptable. So is sending letters and passively waiting for answers. Or letting incapable people answer the hotline phone for volunteers.
All of that shows incompetence. It erodes any good effort the staff in DSWD is doing. Sending messages to radio or TV stations is a very simple and easy step and effective way to get volunteers. Or getting the country's soldiers to help pack and provide security as many have already suggested.
I do hope you send this message to DSWD. Thank you. |

Evacuees were sleeping on nothing but woven mats / cartons / folding beds. When were those delivered daw in the Philippines?
Marikina ang sobrang tinamaan nung Ondoy, so shouldn't they receive those rather than being "reserved" para magamit on the next typhoon?

Statement of Dr. Esperanza Cabral on the issue of relief goods in the DSWD Warehouse October 23, 2009
The Department of Social Welfare and Development (DSWD) manages the National Relief Operations Center (NROC) which is the facility for processing and storage of relief goods that are purchased by the Department or donated to us by generous individuals both here and abroad. The relief goods are released to our Regional Offices or directly to evacuation centers or to the local government units as they are needed and requested by these entities. They are delivered in trucks, many of which were lent to us by private companies or by military vehicles. Some of the goods are shipped by air from nearby Villamor Airbase. When typhoons Ondoy and Pepeng hit the country, we received and are continuing to receive donations. Our warehouses are indeed full, inspite of the fact that we have distributed 500,000 food packs and 200,000 clothing packs as well as thousands of sacks of rice, blankets, beddings, and items of personal hygiene in the past almost 4 weeks. That is the reason why when asked if we still have enough goods, my constant reply is yes, so far we do, thanks to the many kind-hearted individuals and organizations as well as countries who responded and are still responding to the plight of the typhoon victims. There are no rotting relief goods in our warehouses as we do not keep perishables there and the relief goods that are there, save for the donated old clothes are quite new since they have been either recently purchased by us or have been just donated. Our goods are repacked by volunteers who are there because they want to help. But they are volunteers and report when they have time to help us. Sometimes there are two hundred of them and sometimes there are only a dozen. However many or few they are, we appreciate their presence and their assistance. Weekdays are usually quiet but on Saturdays and Sundays, the students, along with others who work Monday to Friday, including our own employees, are there. Our staff at the warehouse work round the clock even now, making sure that the requests for relief goods are met in a timely manner. They work hard, they work quietly and they work humbly and I feel bad that they have been subjected to public vilification that they do not deserve. I do not recall having talked to an Editor of Philippine News. I do remember my secretary telling me that someone was on the phone asking why there were no volunteers working at the warehouse. My reply was we do not own the time of the volunteers. I wish that I could have prevented the deaths from typhoons but in fact, they have nothing to do with the relief goods that we are in charge of. Most of the deaths were from drowning or injuries sustained during the typhoon. Some died of illnesses. We are not in charge of rescue nor are we in charge of health and to the best of my knowledge, none of the deaths was due to absence of or delay in the delivery of relief goods. We would like to assure all of you that the relief goods will reach the intended beneficiaries as they become necessary and will be used only to assist them. However, the relief goods don’t all go out at the same time and an empty warehouse is not proof that the goods were used properly just as a full warehouse is not evidence that the goods are being hoarded. If you visit our website www.dswd.gov.ph you will find updates on our activities related to typhoons Ondoy and Pepeng. It includes an updated list of donations received and goods released from the DSWD warehouse. There are many aspects of disaster response. They include recovery and rehabilitation and in both instances, goods and other resources are still needed. In the initial reaction to a calamity, people will want to help and as we saw recently, they came in droves, offering their time, their talent and their resources. We want them to know how much we appreciate them for what they have done and what they are still doing. But further down the road, when the initial flush of generosity gives way to donor fatigue, there will remain only a few hardy NGOs and volunteers and the workers of the DSWD and other government agencies to continue the job of helping the disaster victims back on their feet. Judicious use of resources at the outset is imperative lest we face the situation of even greater want after a period of relative plenty. We at the DSWD wish to assure you that your trust in us is not misplaced. Thank you. |

 | GRABE TALAGA DSWD...Right after Ondoy, Sept27, our rotary club (RC Manpasan) went to Maybunga Annex Elem. School Evacuation Center in floodway for our soup kitchen. So we can serve hot meals for the evacuees (sopas, boiled egg and rice). There's one DSWD person-in-charge of receiving donations or feeding but with teacher-volunteers. We asked for a room to prepare the meals and to our surprise, there are sacks of rice, noodles and sardines inside with people eating sandwiches and mango while the evacuees outside stand in line for relief goods. We can only feed 450pax but the estimated number of people outside is around 1120 pax in the building and 4000pax outside the building. According to the DSWD rep, only those carrying the yellow card/paper will receive the meals. Its sad that we can only give to a few, so we asked if we can volunteer to cook the rice and noodles stored inside the room, but his QUICK RESPONSE WITH MATCHING HAND GESTURE POINTING TO AN LPG TANK.."SIRA PO KASI YUNG LPG NAMIN"...there are cooking pans that looks unused in the corner...so if sira yung lutuan, we asked "BAKIT DI NYO PA PO NA-DISTRIBUTE YUNG MGA FOOD"...QUICK RESPONSE: "WALA PA PO KASING GO-SIGNAL"...and yet people there are HUNGRY...even if they were given Lucky Me noodles, how can they eat them without cooking because cooking inside the school is not allowed...During that time I prayed to God na sana mag multiply yung food at dumami para makakain lahat...Its already a miracle that a prepared food for 300persons were able to serve 450 persons... |

I hope you really don't mean all of government. Surely you must mean just "the management of DSWD." I am from government and one of the first volunteers at DSWD; having said that, it's really going to be very easy to point me out, given that volunteers have to log-in at the guard's logbook.
Even warehousemen at the DSWD are disgusted with how the relief work is moving. Having said that, it's going to be easy to point out who they are, given there's an employee list.
Perhaps one of the reasons volunteers don't go back for more, is the knowledge that whatever volunteer work one will do, will just be for the good looks of another politician who distributes these packages in his/her name (slap on a sticker, and there you are). According to the warehousepeople, it was a certain congressman from Pampanga (who some had said was at Rustan's picking out liquor at the time of the storm) who appropriated the first batch of relief goods (packed by anonymous volunteers!). Other politicians have done this trick too.
Would you still wonder why there's a dirth of volunteers now? Now please, for all our sanities, don't say all of government. Not all in government have the power, the resources and the money. Some of us here just want to be of service to the people, but don't pack us in with the bad guys. We feel disgust too. |

I was even more shocked when the secretary of DSWD told that the reason why it those goods haven't been distributed yet because they lack of volunteers. Tanga ba sya? o sadyang makapal lang ang kubal sa mukha.. ang daming gus2ng magvolunteer jan.. Di lang siguro kayo naghahanap. DSWD (and maybe some departments of President Arroyo's government) is (slightly) incompetent. 2. Every relief good stored in the warehouse has a corresponding expiry date/shelf life (for perishables). Do you think food sent from foreign nations are immortal? 3. They should have sent the cargo earlier!! Why do they have to put names of politicos on each case of relief goods?

HERES HOW???? 1) Pumili ng lugar or bayan at mula jan kung hindi man malalahat matulungan kumuha ng ilang pamilyang biktima na kung saan gusto i-donate ang donations (cash or kind)
2) Contact the community group leader kung ang donations ay manggaling sa ibang bansa.
3) The Community leader or group- kumontak ng bgy official mgpatulong sa mga relatives n nasa Pinas at least 3 or more relatives from different member fo the community group.In this case bawat isa ay my checking balance at asiwa gumawa ng anumang hindi maganda.
4) The Bgy officials(ng napiling lugar na bibigyan ng donations) are responsible together with the relatives (representative of the Community group from the donors group) to claim the donations from the carrier.
Note: mas mabuti n dadaan pa rin sa Bgy Official dahil sila ang may record ng mga biktima at duon malalaman ang lubos na naapektuhan..at dito rin dapat ang centralized ng record sa mga nabigyan na ng donations.
5) Provide an authorization letter for the said bgy officials and relatives (gagawin ito ng donors in 3 copies at isasama sa donations ang 1 copy for the carrier para duon pipirma ang nag-claimed at ibabalik naman ng carrier ito kasama ang recivo nila para naman sa donors at duon makikita kung sino nag claimed.
6) Ang ibang 2 copy ng authorization letter naman ay para sa relatives at 1 copy for the barangay official at dito naman pipirma ang BGY Official pipirma and make a note that they recieved the donations at responsibility ng relatives ipadala sa mga donors ang kopya na ito para naman malaman ng mga ng donate na nakarating n ang mga donations nila sa Barangay na napili nilang tulungan.
7) During the distribution of the donations nanduon pa rin ang mga relatives representative to oversee the distribution will be accounted for.(para masigurado na may biktima talaga na makatanggap sa donations)
8) At sa authorization letter duon na rin pipirma ang nakatanggap ng donations)-at ito naman ay magsisilbing record to avoid multiple donation will be given to one family victims..para well distributed ang donations.

Statement of Dr. Esperanza Cabral on the issue of relief goods in the DSWD Warehouse October 23, 2009
The Department of Social Welfare and Development (DSWD) manages the National Relief Operations Center (NROC) which is the facility for processing and storage of relief goods that are purchased by the Department or donated to us by generous individuals both here and abroad. The relief goods are released to our Regional Offices or directly to evacuation centers or to the local government units as they are needed and requested by these entities. They are delivered in trucks, many of which were lent to us by private companies or by military vehicles. Some of the goods are shipped by air from nearby Villamor Airbase. When typhoons Ondoy and Pepeng hit the country, we received and are continuing to receive donations. Our warehouses are indeed full, inspite of the fact that we have distributed 500,000 food packs and 200,000 clothing packs as well as thousands of sacks of rice, blankets, beddings, and items of personal hygiene in the past almost 4 weeks. That is the reason why when asked if we still have enough goods, my constant reply is yes, so far we do, thanks to the many kind-hearted individuals and organizations as well as countries who responded and are still responding to the plight of the typhoon victims. There are no rotting relief goods in our warehouses as we do not keep perishables there and the relief goods that are there, save for the donated old clothes are quite new since they have been either recently purchased by us or have been just donated. Our goods are repacked by volunteers who are there because they want to help. But they are volunteers and report when they have time to help us. Sometimes there are two hundred of them and sometimes there are only a dozen. However many or few they are, we appreciate their presence and their assistance. Weekdays are usually quiet but on Saturdays and Sundays, the students, along with others who work Monday to Friday, including our own employees, are there. Our staff at the warehouse work round the clock even now, making sure that the requests for relief goods are met in a timely manner. They work hard, they work quietly and they work humbly and I feel bad that they have been subjected to public vilification that they do not deserve. I do not recall having talked to an Editor of Philippine News. I do remember my secretary telling me that someone was on the phone asking why there were no volunteers working at the warehouse. My reply was we do not own the time of the volunteers. I wish that I could have prevented the deaths from typhoons but in fact, they have nothing to do with the relief goods that we are in charge of. Most of the deaths were from drowning or injuries sustained during the typhoon. Some died of illnesses. We are not in charge of rescue nor are we in charge of health and to the best of my knowledge, none of the deaths was due to absence of or delay in the delivery of relief goods. We would like to assure all of you that the relief goods will reach the intended beneficiaries as they become necessary and will be used only to assist them. However, the relief goods don’t all go out at the same time and an empty warehouse is not proof that the goods were used properly just as a full warehouse is not evidence that the goods are being hoarded. If you visit our website www.dswd.gov.ph you will find updates on our activities related to typhoons Ondoy and Pepeng. It includes an updated list of donations received and goods released from the DSWD warehouse. There are many aspects of disaster response. They include recovery and rehabilitation and in both instances, goods and other resources are still needed. In the initial reaction to a calamity, people will want to help and as we saw recently, they came in droves, offering their time, their talent and their resources. We want them to know how much we appreciate them for what they have done and what they are still doing. But further down the road, when the initial flush of generosity gives way to donor fatigue, there will remain only a few hardy NGOs and volunteers and the workers of the DSWD and other government agencies to continue the job of helping the disaster victims back on their feet. Judicious use of resources at the outset is imperative lest we face the situation of even greater want after a period of relative plenty. We at the DSWD wish to assure you that your trust in us is not misplaced. Thank you."

 | gwiz wrote on Oct 28, '09 Reading about this, I was appalled at the outset. But let us all be circumspect. I think the DSWD secretary is also talking sense. Let us not jump to conclusions.
I have worked with government and I know the red tape of the bureaucracy. Believe me, it is not easy to navigate around it. Unlike NGOs or volunteer organizations, a government agency is not so flexible when it comes to quick response. I would think that in the case of the warehouses full of goods, Sec Cabral would be in hot waters if she indiscriminately dispatched them without the necessary paper works, to wit (as she truthfully said in her reply): request from the regions, complete with breakdown of what they specifically need. Cabral could even be (ironically) accused of graft and corruption if she had immediately and indiscriminately dispatched the goods with no less than just volunteers doing the job. I think this may also be the reason why they are strict in accepting volunteers.
I am afraid DSWD is in an unenviable position of "Damned if you do, damned if you don't". At the very least, we can accuse Cabral of being an unimaginative manager, one who doesn't know how to think out of the box. But then again, I know of dynamic men and women in government (not politicians) who have been accused of graft and corruption (they have cases with the ombudsman) because they facilitated projects quickly and efficiently in their agencies but bent some auditing rules. I have friends who are now with international agencies who say that the red tape is no less stringent if not more so. Try dealing with UNDP (I have) and you'd know what I am talking about. Red tape is not bad per se. It is just not a useful norm in emergency situations.
I salute you, Gang, for posting this blog. It calls attention to the urgency of the matter of having relief goods delivered promptly. But let us give DSWD and Cabral some slack. I am also sad that this kind og blog, though well-meaning, is being used by others as a weapon in trying to (again) throw mud at the administration, and government in general. Saddest is that the Filipino is again being maligned. Let us all be careful of so-called spin doctors who can twist and warp anything to shape it into the message that they want to come out. |
